Testimony of a Veteran of French Nuclear Testing

One of my goals with this blog has been to share the voices of the people affected by nuclear exploits and accidents. It wasn't supposed to be this way at the start of the age of reason, but science came to be a servant of power, a tool for constructing ignorance, motivated to make human bodies and human suffering invisible.[1] While there is no dispute that the oral histories of holocaust survivors constitute a corroborated, objective truth about what happened in Europe 1930-1945, the oral histories of nuclear victims are still met with official dismissal, no matter how methodically they are compiled.
In recent posts (Part 1, Part 2, Part 3) I covered the testimonies of Polynesians who lived during the era of French nuclear tests (1966-1996), but that chapter would not be complete without the voices of the civilians and soldiers who came from France for tours of duty in the nuclear Pacific. Some of these were published in the book described below, but no English edition exists. This testimony told here does not come from this book. It is told by Jean-Paul Vimare, a French veteran who was posted on the Fangataufa atoll in 1974-1975. He has told his story throughout several blog posts written in recent years, and some of that content has been compiled and translated here. (Photos and articles used with permission.       When the travel writer Paul Theroux journeyed through the South Pacific in the 1990s he noticed that he was on a trip like no other he had ever experienced. The islands were so small and the distances so vast that he felt like he was journeying across a constellation.[2] This part of the world is a paradise, but one can also feel a profound melancholy on these remote beaches, the last places on earth to be touched by human feet. So imagine how it would be to come here at the age of twenty or so from metropolitan France, sent on a mission like a space traveler in this alien constellation, then you were told to take up your post in a military hospital ten kilometers from ground zero of a few upcoming nuclear bomb tests.
      Jean-Paul's writing conveys an everlasting sadness and anger about the assignment he was given in the nuclear testing program, but his words also convey a profound love for his brothers in nuclear arms, all mixed with an ambivalent nostalgia for the defining adventure of his youth in a poisoned paradise. He was indulged with great freedom and leisure, but it was all a setup for a devastating disillusionment. How could he not be haunted for the rest of his life by such a surreal experience, especially when the health effects on his comrades, himself and his children slowly revealed themselves over the ensuing decades?[3]

There were 150,000 of them, most of them young men. They were poorly informed, or completely uninformed, about the risks of radioactivity. They were even dis-informed. For example, this is what the personnel were told by military authorities: "Ninety seconds after the explosion, all the debris has fallen back to the surface and there is no danger from radiation." Residual radiation? It is "so low that it constitutes no danger. Do not concern yourself with it." Were they naïve? Respectful of authority? They were proud to participate in this grand adventure which, they were told, would lift France to the level of the great powers. And what memories would they bring back from the Sahara desert or the island paradises of the Pacific? "It was well-known that the bomb was a deadly thing, but when it exploded, I was fascinated by this artificial sunrise." And they were told then, as they are told today, that these bombs were "clean," so what harm could possibly follow? They wouldn't find out, the lucky ones, for another ten, twenty or thirty years, when cancers and other illnesses would affect them. At last, they have spoken, emerging from the silence and the forgetting created by the requirement of military secrecy. At last, they are fighting so that "truth and justice" can be brought to the victims of nuclear tests.

To the president who gave us la force de la frappe,


From your time, Monsieur de Gaulle, to our times, people have struggled to expose the truth of the nuclear tests that were carried out in Algeria and in the Pacific. In full knowledge of the effects, you sent us to those distant atolls. You made us live in zones of contamination without dosimeters. In your nuclear folly, you sacrificed us, Polynesian workers, personnel of the military and the CEA (Commissariat à l'énergie atomique), volunteers or not. Thousands of us are already dead amid a widespread indifference. This is why I created my blog.


It was not a "great opportunity" to have worked for the tests, as some have told me. It's just a fact. I was young and I did know the word "radioactivity," but I didn't know anything about it. I saw four atmospheric tests in 1974, and the first two underground tests in 1975. It was only many years later that I began to understand what a mistake it all was.
France used us and used Polynesians, who were always called on to do the lowliest tasks. They were like the liquidators of Moruroa, sent out to pick up debris with their bare hands. In this photo they were holding the fish they would eat, fish saturated in Strontium 90.

We forget too often the men who worked at these sites.
I took these photos on the go.
They were there to earn their living,
to support their families.
The word radiation meant nothing to them.
They didn't wonder about it much.
They were among us.
What became of them,
I do not know.
Wherever you are, my friends,
we will not forget you.

I sometimes went on radiobiological missions in affected zones. I took photos that I developed myself. Outside the "zone of life," it was a ghastly scene. There was barbed wire and debris from Canopus (the hydrogen bomb of 1968) everywhere. Blocks of concrete, twisted metal scrap, heaps of refuse, rusted barrels full of I don't know what. It was barren of vegetation in some places, scattered with vitrified rock and piles of rubbish of all kinds.
How many Polynesian workers and veterans have died prematurely after being irradiated? 10,000? 20,000? In fact, no reliable statistic was ever sought. It would just be embarrassing.
We will never know how to repay you for your lies, your Lies of State.
France lied to us, and it continues to do so. With 193 tests, the French state polluted French Polynesia. France allowed itself to do this with impunity, disdained by all neighboring populations. Besides the tests, it disposed of hundreds of tons of nuclear waste in territorial waters.

  • On the Fangataufa atoll, what was the point of all those signs that said "Danger: Risk of Contamination"?
  • What was all the barbed wire for? What protection was it supposed to offer?
  • Why was all the coral debris vitrified?
  • Why did the nuclear testing regime provide us with so many diversions and luxuries? (The great food, the leisure activities—it was practically a Club Med.)
  • Why didn't we have dosimeters?
  • Why didn't we have Geiger counters?
  • Why didn't we have potassium iodide pills at the infirmary during the nuclear tests?
  • At the hospitals on the site, why were there no instructions specific to radiological accidents to prepare us in case of trouble during the tests?
  • Why were we not trained and equipped in how to safely take samples of radioactive water? After the Achilles test, wearing only shorts and tongs, I had to walk out in a state of dread on a cracked rock slab to take a sample.
  • Why are there so many blocks of pulverized concrete and piles of old bunkers?
  • Why has vegetation not re-grown in certain areas?
  • Why was I hospitalized by a civilian doctor in a military hospital in Lorient?
  • Why was I sterile for so many years?
  • Why, in certain military files, were afflictions suffered in Moruroa and Fangataufa (the bomb test sites) registered as having originated in Papeete, 1,200 kilometers away?
  • Why were these tests "without danger" not conducted in France, or since they actually were so dangerous, not in the near-Antarctic islands of Kerguelen, as was proposed at one time?
  • Why are the archives on the Polynesian tests not declassified? Is the truth too unsettling?
  • Why are the people like me, who were in the line of fire, dying prematurely?

That's enough questions. My personal photos show very well that we were living in a nuclear wasteland. Now it is a certainty that Moruroa will collapse, like an aging, cracking block of Gruyère cheese, and no one will be able to say that we were not warned by certain scientists. It is a fragile crown of coral, an eggshell. The Fangataufa atoll has become one of the largest nuclear waste sites in the global history of nuclear weapons tests, completely beyond the reach of the law.


I arrived in Fangataufa on a sunny afternoon. It was here that I was coming to live with my companions in misfortune, in the midst of this radioactive wasteland.

The infirmary
I had already learned a bit about this atoll situated 45 kilometers from Moruroa, where I had worked at the Hôpital des Sites. The photo below, which needs no further comment, was taken at Moruroa. I don't know which test it is, and it doesn't matter which it was. We got used to such sights. It is impossible to describe or inscribe such events. Fangataufa could be called life in the great outdoors, tropical island outpost, abandoned and dismantled in 1976.


Fangataufa is one of the most radioactive places on earth. Following its closure, it served as a storage site for wastes coming from Moruroa, which had also been destroyed. These atolls are considered to be gone, lost forever to the long night of time. What a shame. They were beautiful, even in the chaotic, highly radioactive conditions left by Canopus in 1968—a 2.6 megaton hydrogen bomb—that's 2.6 million tons of TNT exploded just 1.5 kilometers from the so-called "zone of life." In contrast, the 15 kiloton bomb in Hiroshima (15,000 tons of TNT) killed 75,000 people.


The health services of the nuclear sites served all branches of the military. The hospital was quite important. We could handle medical and surgical emergencies immediately, but the services were completely inadequate in case of a large disaster, especially a nuclear accident. In any case, there were no special preparations before a detonation. That was in 1974. I don't know what it was like after that.
The life of an orderly at the infirmary in Fangataufa was easy, pampered in fact. We did what we wanted at our island base. Good wine, great food, little discipline. I would understand only much later the reason for this largesse. It looked like paradise, but we were walking in shit.


The inhabitants of this base, which functioned for only a short time (1970 to 1976), were called "zonards" or "Fangatiens." It is still not well understood that this place was completely contaminated. One can only assume it was, though, even if it has never been confirmed officially. After four atmospheric tests and ten underground tests in such a small place, could there be any doubt? I have my suspicions, with this personal account of the place, that the leaders of our fine country took us for fools, as they did our Polynesian friends. It was a great achievement for France. It is the only nation to have successfully erased two atolls, Moruroa and Fangataufa, from the planet. That's la force de la frappe.


The atoll is like the inverse of a natural landscape. One could call it the kingdom of flies and concrete. This photo is particularly meaningful. In the foreground, we can see the fly-repellent barbed wire, as well as a sign warning about the contaminated zone. I took the liberty of removing some of the barbed wire during one of my missions, as I noticed it was failing to serve its purpose. There were just as many flies on one side of it as on the other. But the sign stayed in place. I joke about this photo because it is the only way to deal with it. I took this photo from the infirmary, so that indicates how close it was to the danger zone.


This one was taken from the place on the other side of the Zone Empereur, a lunar landscape, razed, totally vitrified in some places. I know there were installations made of metal there. They melted under the power of the shot, and the rest was thrown into the ocean. I shudder to think of the fearless guys who cleaned up in these places.

And one day it was time to leave my best mates. Departures were always very moving. Adieu, Fangataufa, once again you are left to the birds, and it is better that way.

Five years, my brain hurts a lot

David Bowie has passed away, and snippets of his songs like this title are floating through my head. "Five years" reminded me of a short essay that was written in the New Year by a resident of Fukushima as he faced the fifth year since the nuclear contamination of his homeland. So much of Bowie's art was about the human cost of living on the road to dystopia. As he said, "I’ve only really worked with the same subject matter … isolation, abandonment, fear and anxiety — all of the high points of one’s life."

It's been almost 5 years since the disaster in Fukushima, and I still constantly see posts about Fukushima from Japan. The damaged plants still spew radiation into the air as well as into the ocean. A recent European study had noted that 15% of Japanese land is contaminated as much as the Chernobyl evacuation zones. The issue is so immense that it is hard to address it properly. Here is a post by Takamoto Usui in Fukushima. The translation below is mine.

I'm writing this wondering why I have to start the New Year with such a post. My home town, Shirakawa city, Fukushima still measures 4 to 5 times more radiation than before the nuclear accident. This March will mark the 5th anniversary of the accident. And last year, we had 40 times more thyroid abnormalities among us. Today, there are fields where we can't grow crops and lands where we can't live in Fukushima. There are numerous wild creatures being radiated without any knowledge of radiation. Japan can't protect its people's health. It's completely irresponsible in taking necessary measures in containing the accident. And it's determined to restart the rest of the nuclear plants and it even exports them. What country would see such a nation favorably? The 5th year does not mark the end, but it is the beginning. It drives me crazy to think how I should face my hometown. The only thing I can say is that I don't want to pretend that it didn't happen or to forget what happened. Fukushima was truly an awesome place. And it can't be our Fukushima again even after 100 years from now. It is unbearable. We must not let this happen to any other places.

Japan’s nuclear disaster drills: the modern version of duck-and-cover

One of the more famous aspects of American cold war culture of the 1950s was the propaganda campaign for civil defense planning, consisting of duck-and-cover drills at schools, tests of the emergency broadcasting system,[1] and sales promotions for backyard fallout shelters.
The nuclear arms race presented a dilemma for planners. The public would feel terrified of a nuclear attack if the government did nothing to teach them how to defend themselves. Yet if the government attempted to teach the public how to survive a nuclear war, they would be all the more terrified by the realization that most people wouldn’t survive a nuclear war and the survivors would envy the dead. Many people of the time fell for the government propaganda and bought fallout shelters, but not everyone. Looking back on the era, we find it easy to laugh at the absurdity of the “duck-and-cover” drills, but most people probably had a jaded view of it even at the time, just as they did toward the color-coded terror alerts that followed the terrorist attacks on Washington and New York in 2001.

Another aspect of the dilemma was in the fear of the enemy’s reaction to government efforts to prepare citizens for nuclear attack. It seemed like it would be a good idea for the president to order a nation-wide week of drills so the country could be ready for the real thing. But doing so might have made the Soviets think an attack was imminent, and they might have decided to pre-empt this plan with their own first strike. What to do? The only solution, obviously, was disarmament, but when people rule out doing the obvious thing, they feel they are confronted with a “dilemma.”
In 1994, Guy Oakes revealed in his book The Imaginary War: Civil Defense and American Cold War Culture that the effort to prepare the public to survive a nuclear war was a conscious and entirely cynical ploy to keep the American public from objecting to the nuclear arms build-up and the policy of deterrence. He wrote in his conclusion:

In the 1950s, no one in government was more ruthlessly clear-sighted than Vice President Richard Nixon in his understanding of the connection between a civil defense policy of deception and mendacity and the higher moral exigencies of the Cold War. In the NSC meeting on March 27, 1958, Nixon dissected with brutal consistency the rationale and limits of government support for fallout shelters. Speculative calculations concerning how many millions of Americans would die in a nuclear war, Nixon observed coolly, were beside the point. From the perspective of national survival, did it really matter whether the casualties numbered 30 million or 50 million? According to Nixon, this was a distinction without a difference. If 30 million Americans failed to survive a nuclear attack, “there would be no hope of the United States surviving.”

American security rested not on the passive defenses of civil defense, but on the active defense provided by the American nuclear deterrent. Therefore, why waste any money at all on civil defense? Nixon’s answer was that the government had to make some gesture in the direction of a shelter program “because the country demands it.” It was necessary to maintain the public illusion of security through civil defense. Otherwise, the tolerance for deterrence would collapse. Accordingly, the government’s civil defense policy was clear: The state should spend whatever was necessary, but not a penny more, to sustain this illusion. Because a shelter program could produce only the appearance of security and not security itself, “we should do as little as we can to satisfy this demand.” On these grounds, civil defense was marketed to American people as self-protection for survival. It was a necessary illusion: indispensable to the moral underpinning of national security, but ultimately irrelevant to survival under nuclear attack.[2]


This is all history, and perhaps it seems irrelevant, but if we look carefully, we can see that a similar dilemma and a similarly cynical policy of necessary illusions has been maintained for much longer by the nuclear energy industry.
The premature, rapid decommissioning of the Fukushima Daiichi NPP caused a crisis in the global nuclear industry. When the presumed impossible event proved possible, no one had developed procedures for evacuation or for the distribution of potassium iodide (KI) pills to protect thyroid glands from radioactive iodine. Thus, after the catastrophe, nuclear regulators and energy utilities throughout the world decided they had to convince the public that they would learn the lessons from the “accident” and carry out measures to protect the public during an emergency. Now they were going to develop evacuation plans, carrying out drills involving thousands of citizens in some places, and creating a system for timely delivery of potassium iodide at the local level.
Of course, the reason this had never been taken too seriously before was the same reason President Eisenhower had for being ambivalent about alarming the public with civil defense drills. If residents near a nuclear power plant are put through evacuation drills and taught the importance of having access to potassium iodide, they might start to learn too much about this hazardous industry that operates in their neighborhood, and they might start to call for its abolition.
Response to a nuclear power plant accident is similar to the civil defense dilemma in another important way. The people in charge are just as cynical as Richard Nixon was. They know that the evacuation plans and the KI pills will be useless, or even harmful, in a real emergency. It is impossible to evacuate everyone in a timely manner, and no one knows how the weather, time of day, triggering natural disaster or organizational failings would affect the best-laid plans. If a leak of radiation seemed imminent, operators would continue to hope that it could be contained until it was too late to tell people to take their pills or run away. Critical hours or days of denial would pass, then they would be just as well protected by leaving the area or consuming uncontaminated food and water. There would be those who would get injured or killed in the evacuation, or those whose health would be damaged by the dose of potassium iodide itself.[3]
The nuclear engineers and scientists who work in the nuclear industry-regulatory complex know all of this, and they also know that the evacuation zone radius and the tolerable limits of contamination will be set according to the size of the population affected. The smaller the population, the more “generous” they can afford to be with precautions. In spite of all this knowledge, they now cynically go along with the need to carry out a nuclear energy civil defense plan “because the country demands it,” as Richard Nixon said. It’s a bureaucratic requirement now, a performance for public consumption only. Just as we knew about a nuclear attack, if it really happens all bets are off and there is no way to stay safe. Substituting a few words from Guy Oakes’ description of civil defense policy during the Cold War, we could say it’s a necessary illusion: indispensable to the moral underpinning of continuing to operate nuclear reactors, but ultimately irrelevant to survival under a nuclear meltdown.
In Japan, one of the regulatory hurdles for the nuclear reactor restarts is that operators and local authorities have to have an evacuation plan and a plan for distributing potassium iodide, and they have to carry out drills involving the local communities. Reports on these drills have revealed what a desultory exercise they are.[4] Few people come out for them, and the ones who do could be compared to the suckers who bought fallout shelters for their backyard in the 1950s.

facility in Rokkasho would supposedly be able to evacuate southward.
As the drills are conducted, their flaws become readily apparent to all participants. In many cases, residents would be stuck on peninsulas where the only land-based evacuation route would be past the damaged nuclear plant. The hopeful plan is to evacuate residents before “allowing” the broken reactor to release radioactive substances into the atmosphere. The plans are also ridiculously hopeful in that they assume there will be no landslides, snowstorms or shortage of personnel at the power plant. Nuclear engineer Arnie Gundersen pointed out that the Fukushima disaster happened during the 9-5 working day when the plant was fully staffed. If it had happened at night, it is doubtful that, in the aftermath of the earthquake and tsunami, the brave “Fukushima fifty” would have been able to go to the plant from their homes, even if they had wanted to go there instead of fleeing toward safety.

The authorities have acknowledged that it may not be possible to evacuate residents past a nuclear reactor undergoing a meltdown, so they promise that rescue boats and helicopters will come. These plans are also overly hopeful because they involve the mobilization of civil servants and military personnel. Even if they were able to get to the area in time, this would consist of moving additional people into the danger zone, so there would be an increase in overall endangerment of human life. And it would be painfully obvious through the whole exercise that everyone fleeing or coming to the rescue would already be contaminated, and residents would be saying sayonara to their homes on two hours’ notice. All of the planning for these drills is done with utmost cynicism. The people who planned this charade know the drills are meaningless and they are content to devote the nation's resources to them, and waste the time and energy of thousands of citizens and civil servants.
     Another element of nuclear disaster planning is a step that may come before evacuation: an order to “shelter in place” (something we already do every day anyway, in a certain sense, as we've lost contact with nature). This sounds simple enough, until you think through what doing so actually entails. Sheltering in place means closing all the doors and windows and sealing off a building from outside air that would be contaminated with Iodine 131 and other harmful radionuclides. This would only work in ideal, comfortable weather, and only for a limited time, as people would soon want to ventilate their living spaces, or go home, or check on their relatives. 
     In places that experience cold winters or very hot summers, people could shelter in place only for at most a few hours. In the cold climates, most buildings are heated by oil or gas-burning furnaces which require a supply of oxygen coming into the house. I think nuclear engineers understand this aspect of chemistry, but there is a reason they prefer not to talk about it. If you live in a city like Chicago or Toronto (two major cities with nearby nuclear power plants) sheltering in place without heat in winter in is not something you want to think about too deeply.
     Likewise, if it’s very hot outdoors, homes will be sealed and heating up like greenhouses, and if people use air conditioning to cool off, that will also require an exchange of outdoor air containing Iodine 131. Some air conditioners merely exchange heat, but not air; however, many modern buildings are designed and required to have constant ventilation so that they won’t become “sick buildings.”
     Another consideration seldom talked about is the legal framework of a mandatory evacuation or an order to shelter in place. Do the authorities, not to mention the less informed citizenry, even know what the law allows regarding mandatory evacuations? What about people who refuse to go? If they want to go, what can they demand for compensation and alternative accommodation and transportation costs? This isn't a natural disaster that is no one's fault. Human agency was involved in creating the hazard, and some people profited from it. 
     When the tsunami hit Japan in 2011, one lucky town, Oarai, Ibaraki Prefecture, saved many lives by ordering citizens to leave immediately. They were warned over loud speakers that this was no drill, no minor little wave. This was a big one coming. Everyone was ordered to leave, with language that clearly signaled this was not the usual routine warning after an earthquake. The word order (meirei 命令) clearly implied penalty for disobedience. "Do not return home. Do not go to the pier to look for family members. You must leave right now!" The town came out of the tragedy with no fatalities, but the mayor who made the decision to announce a "mandatory" evacuation admitted later, “I knew the order was completely illegal. It had no legal basis.” Fortunately, he improvised by making announcements that went above and beyond the pre-recorded warnings.
     So during an evacuation after a nuclear accident, will people obey orders? Will mayors know whether to announce an advisory or an order? And while some people will be ordered to leave, others will be ordered (asked nicely?) to go toward to the disaster to fetch more KI pills, or to take supplies to the nuclear plant workers who will, one must assume, be gladly risking their own civilian lives to save the citizenry. 
     As people start leaving, traffic jams will form immediately. There will be more collisions than usual. Some people will realize that their gas tanks are almost empty. Who is going to deliver extra gas to the gas stations? How many truck drivers will balk at the evacuation zone perimeter saying, “I didn’t sign up for this” (this is what actually happened in Fukushima in March 2011). You want cash from an ATM? Forget about it. What if it’s snowing or raining hard, or the earthquake or dam break or tornado has made transportation routes impassible? 
     What if the nuclear disaster disobeys orders by not occurring during working hours on a fine spring day?
     Finally, most disturbing of all is the degree to which the powerful and the dis-empowered have internalized and normalized the idea that people in rural areas must live with these dangers and be inconvenienced with evacuation drills so that city folk can have electricity that could be produced by safer means. However, we can see something positive in the fact that most people in the affected communities see through the absurdity of evacuation drills, whether they participate in them or not. 
     Those who refuse to participate understand the situation the way Bob Dylan understood the futility of fallout shelters in the 1950s and 60s. He wrote in his autobiography [6] that he recalled many people from his hometown shutting the door on the fallout shelter salesmen who came around in the 1950s. This memory inspired one of the first songs he wrote, Let Me Die in my Footsteps, in which he sang of his refusal go along with the fallout shelter craze. Anyone watching the evacuation drills in Fukushima this year would agree with Bob: “I don’t know if I’m smart, but I think I can see when someone is pullin’ the wool over me.”

“Oral consumption of KI may result in allergic reactions including hives, difficulty breathing, swelling around the eyes and throat, or joint aches and pains. It can also result in “iodism” in some people which can include salivation, sneezing, headache, fever, laryngitis, bronchitis and various skin rashes. *Author’s comment: We can assume the same risks would exist from taking it when it is necessary during a nuclear emergency, so a good question is whether the KI pills would do more harm than good. As far as I know, there is no case in which a large population was given KI pills in a timely manner during a nuclear emergency, and then studied to learn what positive and negative effects arose. All plans to use them on a population seem to be purely hypothetical solutions at this stage. The Toronto-Oshawa area of Canada would certainly be a large enough sample to learn from. It is one of the few, if not the only, large city situated so close to a nuclear power plant.

"Eventually, though, while not trying to reweave the world, I did compose a slightly ironic song called “Let Me Die in My Footsteps.” I based it on an old Roy Acuff ballad. The song I wrote was inspired by the fallout shelter craze that had blossomed out of the Cold War. I suppose some considered it radical to come up with a song like that, but to me it wasn’t radical at all. In Northern Minnesota fallout shelters didn’t catch on, had no effect whatsoever on the Iron Range. As far as communists went, there wasn’t any paranoia about them. It’s a matter of life and death and our friendship ain’t worth a bo-diddley. Is that what you’re trying to tell me?” How you could respond to a friend who was acting like a tyrant trying to force his way in, saying, “Listen I have young kids. My daughter’s only three and my son is two. Before I let you close them out, I’ll come to you with a gun. Now, quit the scam.” There wasn’t any honorable way out. Bomb shelters divided families and could create mutiny. Not that people weren’t concerned about the mushroom cloud— they were. But salesmen hawking the bomb shelters were met with expressionless faces. Besides that, the general opinion was, in case of nuclear attack all you really needed was a surplus Geiger counter. It might become your most prized possession, would tell you what’s safe to eat and what’s dangerous. Geiger counters were easy to get. In fact, I even had one in my New York apartment, so writing the song about the futility of fallout shelters was not that radical. It’s not like I had to conform to any doctrine to do it. The song was personal and social at the same time, though. That was different."

French nuclear waste project hungry for land

Some people might wonder why I write so much about le nucléaire in France while I live so much closer to Fukushima. One reason is that I can understand written French much better than I understand written Japanese. Another is that the Fuku-Ichi catastrophe is already being covered intensely by others, and I ran out of things to say about. The best reason is that what is happening in France has some instructive lessons to teach to other nuclearized nations that haven't given much thought to what to do about nuclear fuel after it has been through the fissioning process. This end-product is commonly called "nuclear waste" but it should be recognized as the main product of the nuclear industry. The heat that fissioning generates is just a passing phenomenon, a by-product.
We can at least give France credit for trying to face up to the fact that something needs to be done with nuclear waste. Nations such as Japan, South Korea and Taiwan have pretended for a long time that the problem could be ignored. Since the triple meltdowns and spent fuel fire in Fukushima, the issue has gained some attention, thanks in part to former prime minister Koizumi's efforts to make the political establishment face up to it. It has become obvious that the original plan to "recycle" nuclear waste with fast breeder reactors was a total pipe dream, so now there has been some talk of finding communities that might agree to allow geological disposal in a suitable site. Yet suitable sites are impossible to find, and even if there were any, agreeable communities would still be hard to find. Recently, there was even talk of burying nuclear waste under the seabed.
Over the last two years I've translated several articles about the French CIGEO project that aims to create a deep geological repository in Bure, in northeastern France (see the links below). I believe these reports from France can serve as a valuable warning about what rural communities around the world can expect when national authorities come around trying to impose their grand plans for "the final solution."
This latest installment illustrates how the original plan, once it has got some level of local agreement and momentum, can later take on other aims and have wider effects than the locals originally understood.

In Bure, nuclear waste clears a path through the thickets

Since 2008, in Bure, where the highest level nuclear wastes produced by 58 EDF reactors are supposed to be buried for 100,000 years (and longer!), the organization in charge of this project has been undertaking land acquisitions at a frenetic pace. The purchases consist of effectively 3,000 hectares that ANDRA (l'Agence nationale pour la gestion des déchets radioactifs) has already bought in Haute-Marne and la Meuse. Yet the above-ground installation at CIGEO (the deep geological repository for nuclear waste) is to occupy only 300 hectares, ten times less than what has been purchased.
Opponents of CIGEO are intrigued to discover that certain parcels of land have been bought at high prices, as much as 10,000 euros per hectare, which is double or triple the market price.
Jean-Paul Baillet, assistant director general of ANDRA explains these prices quite simply, "We sometimes had to buy land from farmers, and we also had to buy their houses, their cattle…" Their cattle? "Of course we resold those." But farmers in the area are beginning to fear an escalation of prices. On November 15th, 2015, eleven tractors assembled in front of ANDRA offices to protest the land grab by the agency.

3,000 hectares: for what exactly?

But why such an unhealthy appetite for land? Why did ANDRA buy 2,254 hectares for 15 million euros, and an additional 850 hectares reserved close to SAFER, the regional rural land management society, making a total of 3,014 hectares? Jean-Paul Baillet of ANDRA adds, "By offering land swaps, we wanted to avoid having to expropriate land from farmers who found they had land on the site." And the forests? Among all the lands purchased, 2,052 hectares are forest land. "This is also to have land for exchange because the entrances to the tunnels will be on forested lands. We have to make up for this loss of environmental heritage." But to buy more than 2,000 hectares of forests to compensate for at most 100 hectares cut down? This is what is bizarre. Unperturbed, Jean-Paul Baillet elaborates, "We want to conserve the forests as good custodians while we safeguard our investments."
If ANDRA wants to safeguard the 80 million-euro budget for CIGEO, all the forests of la Marne won't be enough," scoffs Maurice Michel, president of Asodedra, one of the local groups opposed to nuclear waste disposal. Bernard Heuillon, a proprietor of a family-owned forest in la Meuse, confirmed such a view. "I never earned anything from these woods." This former geologist doesn't doubt that these purchases indicate ANDRA's intention to expand CIGEO. What if, as he believes, the agency is preparing to store radioactive waste above ground?
It's plausible, in effect: the storage site in la Manche, next to la Hague, where there are medium and low-level wastes, has been full since 1994. And it's on the move. Since 2003, new waste has been sent to the storage facility in l'Aube. But this site isn't designed to hold it permanently.
So, is Bure set to be a future site of above-ground nuclear waste storage? After all, while we are waiting for the passage of a law on "reversibility" to come soon, the burial project has not yet been officially validated.

Merry Christmas, Mr. Lawrence: A Christmas Tale for the War on Terror

It should be obvious that we won't preserve our environment or rid the world of nuclear weapons if the nations of the world don't start rebuilding a serious amount of lost trust and making up for lost opportunities. So for Christmas I depart from the usual topics and cover the classic war film from 1983, Merry Christmas, Mr. Lawrence.

One wouldn't expect to find a redeeming message for humanity in the 21st century in a tale about the horrors of life in a Japanese prisoner of war camp, but if you've been listening to the new atheist intellectuals tell you that modernity is in a fight for its life against an unprecedented, barbaric and irrational ideology, this story serves as a good reminder that there is nothing new under the sun. The West's now friendly ally Japan was once seen an irredeemable fundamentalist death cult obsessed with suicide attacks, disembowelment and decapitation. Sound familiar?

That fundamentalist cult is still there under the surface. The current prime minister is a grandson of one of the leaders who was charged with war crimes after WWII, and unlike in Germany where it is taboo to deny Nazi atrocities, in Japan it is still taboo to admit to Japanese atrocities in China.[1] However, the point is that Japan reverted to a certain level of normality in its international relations, and other countries welcomed it back into the family of nations. If ISIS toned down its extremism a little and made political compromises with other nations, it is not inconceivable that it could transform itself into a legitimate state that is no more extreme than Saudi Arabia. And that says a lot about our acceptance of Saudi Arabia as a member of the international community.

The fictional film Merry Christmas, Mr. Lawrence was based on the writings of the POW camp survivor Laurens van der Post. The survivors of Japanese POW camps told of the brutality of their captors who ran the camps on the values of bushido rather than on the international laws of war and the Geneva conventions. That brutality is depicted in the film, but if that was all there was to it, there wouldn't be anything compelling to watch. What makes it worthwhile is the way the humanity of the captors bleeds out of them despite their best efforts to cover it with their shame and their ideology. At the same time, the allied prisoners are also seen to be victims of their own culture's hideous rituals and beliefs. Both sides share the toxic shame of having betrayed a brother or comrades while trying to live up to an ideal of manhood (women are completely absent in the story).

The camp commander, Captain Yonoi (Ryuichi Sakamoto), carries his shame and recognizes that one of the enemy captives, Major Jack Celliers (David Bowie), suffers from a similar affliction--a shame that resulted in a disregard for his own life, which comes across as apparent bravery and fearlessness. For Yanoi, this recognition remains subconscious, as it only triggers an erotic attraction which deepens the shame in his tortured psyche. He can explain it only as a demonic possession that his enemy has inflicted on him.

Another officer in the camp, Sergeant Hara (Takeshi Kitano), has no such delicate sentiments while he torments the prisoners with random beatings. But in all his interactions with Colonel Lawrence, a Japanese-speaking prisoner, his vicious sarcasm quickly settles into friendly teasing and banter, and it becomes obvious that in spite of himself, he wants to connect with these men whom he is supposed to hold in contempt. In the scene that gave the film its title, he gets drunk on Christmas day and commutes two death sentences, proclaiming himself to be "father Christmas."

The historical record shows that the fundamentalist death cult burned itself out and that it was never really in charge anyway. When it became obvious that a Soviet invasion was imminent, the capitalists who ran the country were ready to cut a deal and suffer an American occupation. The atomic bombings barely registered as a topic in the cabinet meetings in the last week before surrender.[2] It shouldn't be forgotten that the tribunals held by the victors sentenced minor figures like Sergeant Hara to death. Officers higher up the chain of command also received death sentences not only for allowing torture but for having failed to ensure it wouldn't occur. For America's "excesses" and "mistakes" in Iraq since 2003, the same standard was never applied.
